How do I spotlight a particular person in a photo or video slide show?

I’m trying to do a video biography for my dad. In the course of creating several photo slide shows, I’ve found several old group photos where I would like to use a spotlight effect to show where the subject is in the picture.

Are you familiar with Adobe photoshop or any other photo editing software? You would need to create the shape and make it transparent. Then save your photo with your dad highlighted.
